KINGMAN, Ariz. – The Kingman City Council voted August 1, 2023, to adopt the Fiscal Year 2023-2024 Budget and Five-Year Capital Improvements Plan. This lengthy process began late last year, with the Kingman City Council identifying their priorities, and reviewing feedback from a citizen survey that was mailed out to residents late last year. Links to the budget document have been posted to the city’s website at https://www.cityofkingman.gov/home/showpublisheddocument/7788/638276261128682248.

“We have put together a budget that reflects a commitment to employee recruitment and retention, to providing excellent customer service and implementing city services that will not only benefit our community now, but as we continue to grow into the future,” Kingman City Manager Ron Foggin said. “I thank the Mayor and Council members for their support, as well as my city team for all the time they put into developing the 2024 budget,” he added.

The budget process begins with each department creating their capital and operating budget and submitting them to the city Finance Department for their review. Finance then makes necessary revisions and submits to City Manager Ron Foggin. After the initial submission of the budget, the city manager meets with department heads individually, and then submits a recommended budget to the City Council. The City Council then reviews the submitted budget, and is able to offer revisions, then adopts the final budget.

The City Council continues its priorities for the 2023-24 fiscal year budgets as:

  • Livability
  • Service Optimization
  • Economic Prosperity
  • Communication and Teamwork
  • Partnerships
  • Water Sustainability

Some highlighted capital projects:

  • Rancho Santa Fe Parkway Traffic Interchange
  • Downtown Infrastructure Project
  • Pavement Preservation
  • Sunbelt Sports Park

General Fund breakdown:

  • 58% – Police and Fire Departments
  • 17% – Parks and Recreation
  • 25% – All other departments
