City of Kingman Citizens’ Budget for Fiscal Year 2022-23

KINGMAN, Ariz. – The Kingman City Council voted June 21, 2022, to adopt the Fiscal Year 2022-2023 Budget and Five-Year Capital Improvements Plan, which began its implementation July 1, 2022. Now, the Citizens’ Budget is available to view online. The Citizens’ Budget is divided into the following sections: Introduction, Community Profile, Fund Structure, Budget Development, Personnel, and Capital Improvement Plan, and is only 31 pages long, compared to the adopted Fiscal Year 2022-2023 Budget and Five-year Capital Improvements Plan, which is 239 pages.

“The Citizens’ Budget is a paired down version of the entire budget book that highlights certain areas of Kingman’s services and vision for the future,” Kingman City Manager Ron Foggin said. “I also want to remind folks of the Financial Transparency Portal, where the community can access our budget at any point,” he added.

The budget process begins with each department creating their capital and operating budget and submitting them to the city Finance Department for their review. Finance then makes necessary revisions and submits to City Manager Ron Foggin. After the initial submission of the budget, the city manager meets with department heads individually, and then submits a recommended budget to the City Council. The City Council then reviews the submitted budget, and is able to offer revisions, then adopts the final budget. The City of Kingman strives for financial transparency, and all budget documents can be found on the city’s finance web page.
