BULLHEAD CITY, AZ., December 08, 2022 – The Government Finance Officers Association (GFOA) has awarded the City of Bullhead City’s Finance Department a Certificate of Achievement for Excellence in Financial Reporting for the City’s fiscal year 2020-21 comprehensive annual financial report (CAFR).

This certificate is the highest form of recognition in governmental accounting and financial reporting and its attainment represents a significant accomplishment by a government and its management.

City Manager Toby Cotter stated “Rudy Vera and his staff work diligently throughout the year on the CAFR budget and other financial reports. This award of excellence is deserved and shows the high level of competence and excellence that exists in our Finance Department.”

The CAFR was judged by an impartial panel to meet the high standards of the program including demonstrating a constructive, “spirit of disclosure,” to clearly communicate its financial story and motivate potential users and user groups to read the CAFR. GFOA is a nonprofit professional association that advances excellence in government finance by providing best practices, professional development, resources, and practical research for more than 21,000 members and the communities they serve.

The 2020-21 CAFR can be viewed alongside all CAFRs since 2002-03 on the city’s website at
