Level 2 Sex Offender Community Notification

Pursuant to Arizona Revised Statute 13-3825 (Sex Offender Community Notification Law), the Lake Havasu City Police Department recently distributed flyers to residents living in close proximity to the level 2 sex offender listed below. The following information is being released regarding an offender who has indicated he will be residing in Lake Havasu City.

Raul Castillo currently resides at 196 Olive Lane in Lake Havasu City. Castillo is a 30-year-old white male, 6’00”, 185 pounds, with black hair and brown eyes. In 2025, Castillo was convicted of sexual conduct with a minor in Mohave County (Lake Havasu City), Arizona. He was arrested and convicted for having sexual intercourse with a 17-year-old victim while he was 29 years old. Castillo has been convicted of and has completed his sentence for the sex offense. He is registered with the Mohave County Sheriff’s Office as a convicted sex offender and is currently residing at the listed address. The subject is not currently wanted by the Lake Havasu City Police Department or any other law enforcement agency at this time.

“Megan’s Law” is the name for a 1996 federal law—and an informal name for subsequent state laws—that requires law enforcement authorities to make information available to the public regarding registered sex offenders. The law was named after 7-year-old Megan Kanka, who was raped and murdered by a sex offender living in her neighborhood. Megan’s parents demanded legislative action, believing that every parent should have the right to know if a sexual predator moves into their neighborhood.

A risk assessment determines the level of sex offender an individual is based on a series of questions and point values. This assessment aims to gauge the offender’s likelihood of relapsing into criminal behavior. Arizona classifies sex offenders into three levels: Level 1 offenders (considered low risk and not community-notifiable), Level 2 offenders (considered an intermediate risk), and Level 3 offenders (considered a high risk and most likely to reoffend).

This notification is not intended to cause fear; rather, it is believed that an informed community is a safer community.
